Incident Management for Central Texas Regional ITS Architecture Roles and Responsibilities

Stakeholder	Role and Responsibility
City of Austin	Disseminate traffic related data to other centers and the media.
	Receive a request for maintenance resources for incident response from regional emergency management agencies.
	Coordinate with other traffic operations centers and emergency management agencies for coordinated incident management.
	Remotely control traffic and video sensors to support incident detection and verification.
	Coordinate maintenance resources in response to incidents within the City of Austin.
	Perform incident detection and verification for streets within the City of Austin.
	Dispatch City of Austin emergency vehicles with suggested route information and track the vehicles to the incident.
	Dispatch all City of Austin vehicles to incidents within the City.
	Participates in the incident response, coordination, and reporting of the Statewide Mutual Aid and Incident Management Network in a coordination effort only (no dispatch function).
City of Austin and Travis County	Dispatch City of Austin and Travis County emergency vehicles with suggested route information and track the vehicles to the incident.
	Coordinate incident response with other emergency dispatch agencies and the TxDOT Austin District TMC (CTECC) for incidents on State facilities.
	Coordinate maintenance resources in response to incidents within Travis County.
	Coordinate an incident response with regional rail operations for incidents involving rail.
	Coordinate public safety resources for incident response with the City of Austin mobility management center (MMC).
	Perform incident detection and verification for streets within Travis County.
	Dispatch all City of Austin, Travis County, other municipality, and DPS vehicles to incidents within the region.
	Operate the 911 center for the City of Austin and Travis County, with the ability to dispatch regional and statewide emergency services.
	Participates in the incident response, coordination, and reporting of the Statewide Mutual Aid and Incident Management Network in a coordination effort only (no dispatch function).
CTRMA	Coordinate maintenance resources for response to incidents on CTRMA toll roads.
	Remotely control traffic and video sensors to support incident detection and verification.
	Coordinate with other traffic operations centers and emergency management agencies for coordinated incident management.
	Disseminate traffic related data to other centers and the media.
Municipality/County	Remotely control traffic and video sensors to support incident detection and verification.
	Dispatch all municipal/county vehicles to incidents within the region.
	Dispatch municipal/county emergency vehicles with suggested route information and track the vehicles to the incident.
	Perform incident detection and verification for streets within the agency's jurisdiction.
	Disseminate traffic related data to other centers and the media.
	Coordinate maintenance resources in response to incidents within the agency's jurisdiction.
	Coordinate with other traffic operations centers and emergency management agencies for coordinated incident management.
	Participates in the incident response, coordination, and reporting of the Statewide Mutual Aid and Incident Management Network in a coordination effort only (no dispatch function).
SH 130 Concession Company	Coordinate with other traffic operations centers and emergency management agencies for coordinated incident management.
	Disseminate traffic related data to other centers and the media.
	Coordinate maintenance resources for response to incidents on SH130 toll road.
	Dispatch HERO service patrol vehicles.
	Operate network surveillance equipment (CCTV cameras, field sensors, etc.) on SH130 toll road.
	Remotely control traffic and video sensors to support incident detection and verification.
Texas DPS	Dispatch State Police vehicles (and track their location) as well as coordinate with all other public safety agencies within the region.
	Coordinate an incident response with regional rail operations for incidents involving rail.
	Perform incident detection and verification for the highways within the region, and provide this information to traffic and other public safety agencies.
	Coordinate maintenance resources in response to incidents on state highways with regional maintenance providers.
	Coordinate incident response with other public safety agencies (police, fire, EMS, sheriff, etc.) as well as with TxDOT Austin District TMC (CTECC) for incidents on State facilities.
	Operate PSAP for statewide services, but has the ability to dispatch regional and statewide emergency services.
	Participates in the incident response, coordination, and reporting of the Statewide Mutual Aid and Incident Management Network in a coordination effort only (no dispatch function).
TxDOT Austin District	Perform incident detection and verification for streets within the TxDOT Austin District region via HERO vehicles and TMC and provide this information to other TMC/TOCs.
	Receive a request for maintenance resources for incident response from regional emergency management agencies.
	Disseminate traffic related data to other centers and the media.
	Coordinate with other traffic operations centers and emergency management agencies for coordinated incident management.
	Remotely control traffic and video sensors to support incident detection and verification.
	Coordinate maintenance resources in response to incidents on state highways with regional maintenance providers.
	Participates in the incident response, coordination, and reporting of the Statewide Mutual Aid and Incident Management Network in a coordination effort only (no dispatch function).
